» creat a new layer an choose rectangular marquee tool(press m),make a square like image bellow and press b, select a big soft round brush 500px and paint like image,then deselect.rename this layer light effects.

make a new layer above all and choose some square brush then just make some square brushs with different sizes the go to FILTER>BLUR>GAUSSIAN BLUR, radius 2,5 and ok.
now make some copies of light effects layer and resize an rotate like image bellow, then change blend mode to overlay.for more details repeat the same process but this time bellow the image(50 cent) layer, then change blend mode overlay.
