then make 2 copys and position above your original lines layer.make more 2 copys and position behind image(50 cent) layer, resize a little bit and move 5 or 7 px as you wish.select the lines layers above your image and PRESS G to group this layers, mahe the same with the lines layers behind your image.
creat new layer above image(50 cent) and choose ellipitical marquee tool (press m), in the tool opition change feather for 30px,make a big circle and fill with color #ffb010, then change blend mode to overlay.repeat this process in other places in your image.
